IMPORTANT UPDATE on Warehousing Proposal next to Milton House Hotel. On the evening of the 14th December , RRA were informed that Equation/Esso/ExxonMobil had withdrawn their appeal. We have been given no reason for this decision. I am not sure we will ever be told the true reason.
So this application with its hundreds of daily HGVs is now dead in the water. We shall see what they dream up next. We hope they have listened to our concerns and propose a more suitable scheme. In the meantime we still have legal and professional fees to pay. Unfortunately due to the late withdrawal of the application we have to pay for most if not all of our professionals bills as they are unable to obtain work for the 7 days they had set aside for us.
We have raised £5000 towards the total of £25500. If you can spare even a small amount we would be very grateful. Again should we be awarded any costs we will refund on a proportional basis but we can only do this if you put your name against the donation. We have 4 weeks to make a costs application and I am hopeful that we will get some costs at least – after all ExxonMobil make more profit in a minute than we are asking for. Thank you as always for all your support and Merry Christmas.
Above you will see some video clips of HGV’s attempting to circumnavigate Rowstock Roundabout. Had this planning appeal been successful this type of vehicle movement would have been seen on a regular basis 24 hours a day, every day.
First of all apologies for the lack of updates regarding the appeal by Equation for the Warehouses at the old Esso Site. In many respects it’s because the whole process came to a screeching halt while Equation decided what they were going to do to rectify a mistake they made when they submitted the original plans to the Vale early this year.
These changes were in regard to the entrance from the A4130 into the site and the cycle path north to Steventon Hill lights. This has now been resolved. So now we continue responding to various documents from Equation covering Landscape, Noise and Transport issues and preparing our Proof of Evidence documents for submission in the coming week.
RRA are working closely with East Hendred Parish Council and their highly qualified planning and transport experts to which we are grateful for their help. We have also employed a Transport Consultant as increasingly it is evident that transport issues are critical. As our documents come into the public domain, they will be put on the Vales planning portal but we will also post them here on the RRA website should you wish to read them. You may have heard that the Application for the Warehousing on the old Esso site has gone straight to appeal with the Planning Inspectorate.
The Inquiry will be held in Wantage on the 17th January and is expected to last 7 days.
RRA did an immense amount of work opposing the original application and we intend to intensify our fight between now and the Inquiry to ensure this Application does not go ahead. To this end we need help. We desperately need volunteers between now and end of January only to do the following:

Regarding the appeal to the Planning Inspectorate by Equation Properties against the unanimous decision to deny planning at the old Esso site; Rowstock Residents Association is reviewing the submission and taking advice on how best to fight this.
We will be updating you soon but in the meantime please lobby your Parish, District and County Councillors, as well as David Johnston, over this attempt to ride roughshod over the decision made by our elected representatives.

As you will now be aware that the applicant (Equation) have now appealed against the unanimous decision of our elected representatives by going directly to the Secretary of State.
The inquiry is due to start on 17th January 2023 and will last 7 days. We, along with the Vale will give evidence on why the decision to turn down the application should be upheld.
The Inquiry decision will be final with no recourse to appeal against it.
In preparation for the Inquiry we need to raise a total of £25,000 at a minimum so we can afford to pay for a Barrister and Transport consultant. If we raise more than that then we will be able to afford other specialist services.
